I write to strongly oppose House Bill 3225. Though framed as a measure to protect minors, this bill functions as a broad book ban that threatens intellectual freedom and disproportionately targets LGBTQIA+ content and inclusive literature. HB 3225 defines “sexually explicit material” in vague and sweeping terms, encompassing any depiction or description of sexual conduct. This expansive definition could lead to the removal or restriction of classic literary works, comprehensive sex education materials, and books that reflect the diverse experiences of young people, including those from LGBTQIA+ communities. Such overreach not only undermines the professional judgment of librarians but also infringes upon the rights of parents to guide their children’s reading choices. Furthermore, the bill imposes civil penalties of up to $10,000 on libraries that fail to comply, creating a chilling effect that may lead to self-censorship and the unnecessary removal of valuable educational resources. By restricting access to a broad range of materials, HB 3225 threatens the foundational principles of free inquiry and expression that our public libraries uphold. I urge you to reject HB 3225 and instead support policies that respect parental rights, uphold intellectual freedom, and ensure that all young Texans have access to the diverse and inclusive resources they need to learn and grow.
