I am writing to demand immediate legislative action to address the crisis within U.S. Immigration and Customs Enforcement (ICE), where record deaths in custody and a surge in officer-involved shootings violate human rights and undermine public trust.
In 2025, at least 32 individuals died in ICE custody—the deadliest year in over two decades—amid reports of medical neglect, abuse, and overcrowded facilities. This has escalated into 2026, with six deaths reported in the first 18 days, including cases under investigation for homicide.
Concurrently, ICE agents have been involved in at least 19 shootings since early 2025, including seven officer-involved incidents with two fatalities, such as the controversial Minneapolis shooting where footage contradicts official accounts. These events have sparked protests and raised questions about training and accountability.
I urge Congress to enact emergency legislation reforming ICE’s use-of-force policies, mandating independent oversight, enhancing medical standards in detention, and prohibiting excessive tactics. Launch impartial investigations into all incidents and ensure transparency.
America must uphold justice and humanity in immigration enforcement. Act now to prevent further tragedies.
