I am writing to you as a concerned constituent who is profoundly disturbed by ongoing reports of violence, constitutional violations, and lack of accountability within U.S. Immigration and Customs Enforcement (ICE). Recent developments demand urgent attention from Congress, not platitudes or delays. In Minneapolis, the fatal shootings of Renée Good and Alex Pretti by federal immigration enforcement agents have sparked widespread national outrage, protests, and even general strikes as communities demand accountability and systemic reform. These incidents have been widely covered in the news and have become rallying points for civil rights advocates. Beyond these tragic deaths, reports continue to show that ICE and other federal agents are engaging in aggressive tactics—such as forceful entries, crowd-control measures without adequate training, and warrantless home entries—raising serious Fourth Amendment concerns. Law enforcement experts have warned that crowd suppression tactics and enforcement measures can escalate rather than de-escalate tensions. The national response reflects the gravity of these issues. Hundreds of protests have taken place across multiple cities, and more than 1,000 advocacy organizations have urged Congress to halt funding for ICE and Border Patrol until abuses stop. Meanwhile, CEOs from major technology companies and civil rights groups are publicly condemning use-of-force abuses and calling for de-escalation. In Virginia, state leaders are already moving to limit cooperation with ICE because of these enforcement concerns. As your constituent, I urge you to take meaningful legislative action to: Establish clear limits on use of force and require de-escalation standards in line with constitutional protections. Increase transparency and independent oversight of immigration enforcement operations. Ensure that any entry into private homes meets judicial warrant requirements rather than administrative authorizations. Support accountability mechanisms so that lethal force and mistreatment are not effectively unreviewable. Federal power must be exercised within constitutional bounds, not above them.
