Last week, HUD released a 2025 CoC NOFO (despite Congress having approved a 2-year funding cycle in 2024) that makes drastic changes to how these funds can epent. Currently close to 90% of CoC dollars support permanent housing; the NOFO caps funding for permanent housing at 30%. Research has consistently shown that providing permanent housing and voluntary services to people experiencing homelessness decreases homelessness and improves housing stability more effectively than high-barrier, treatment-first approaches. Releasing the NOFO this late in the funding cycle also jeopardizes communities. Awards are not expected to be made until May 2026, leaving projects without funding for most of the first half of 2026. Speak out against this devastating NOFO. We need more affordable housing, not less.
