Launch a formal investigation into Flock Safety's nationwide license plate reader network. This Atlanta startup has sold surveillance infrastructure to roughly 7,000 police agencies, including ICE and DHS, without a single congressional vote, federal regulation, or meaningful public debate. That alone warrants scrutiny. What's happened since makes it urgent. The documented violations are not hypothetical. A Texas officer ran a nationwide plate search targeting a woman who had an abortion. FOIA'd audit logs from Danville, Illinois showed thousands of searches listing "ICE" or "ICE warrant" as the stated reason. Oxnard, California discovered Flock had enabled nationwide data sharing after the city had explicitly restricted access to California only. Flock's own chief security officer told the Oshkosh city council the system couldn't create heat maps of individual vehicles. The council approved the contract. The next morning they learned that was false and killed it. Flock called it a "minor nuance." Flock also quietly added perpetual rights to use customer data in its contracts, surviving termination, while removing language stating it didn't own or sell that data. 120,000 cameras are generating timestamped records of where Americans drive, worship, seek medical care, and attend political events. No warrant required. No crime needed. Just a cop with a password. Congress needs to demand answers on what Flock retains, for how long, and who can access it.
