Congress and the president to set up a home based care and oversight system for kids and adults with autism and other disabilities. We propose creating a National Home Based Care and Safety Program for individuals with autism and related disabilities who receive federal or state funding. The purpose is to ensure every recipient is safe, healthy, and actually receiving the services they need. Key parts: 1. In home check ins. Licensed neurological nurses, ABA therapists, and care coordinators would visit homes on a regular schedule to provide therapy, train families on communication devices, and verify the person is being fed, safe, and getting medical care. 2. Funding shift. A portion of existing SSI, Medicaid waiver, and caregiver payments would be redirected to fund these visits and services. To offset that, families would receive tax free credits or deductions so their net support doesn’t decrease. 3. Opt in home ABA. If families don’t use center based ABA schools, the ABA program comes to them at home instead. 4. Tracking and accountability. Each recipient would have a care record tied to their IEP or Medicaid plan. Visits, therapies, and health checks would be logged so Congress and state agencies can audit that care is happening. 5. Safety oversight. Government officials would have authority to enter homes for wellness checks, similar to VA home visits for veterans, to prevent abuse and neglect. The goal is to use money already in the system more directly, bring services to the person, and create real accountability so no one falls through the cracks.
