I am writing to urge you to support critical accountability measures in the upcoming Department of Homeland Security appropriations bill. Recent events have made it clear that Immigration and Customs Enforcement requires immediate oversight and reform to protect public safety and uphold the rule of law. I ask you to ensure the DHS spending bill includes the following provisions: 1. Disarmament of ICE agents during routine operations. ICE was designed as an investigative agency, not a militarized force. Agents lack adequate training for deadly force situations and can summon local law enforcement if genuine threats arise. Armed agents in unmarked vehicles wearing tactical gear are escalating tensions in our communities unnecessarily. 2. Clear legal liability for agents who harm civilians. The administration's claims of "absolute immunity" for ICE agents have no basis in law. Congress must explicitly state that agents remain subject to civil and criminal liability when they injure or kill civilians. This is fundamental to our constitutional system. 3. Restrictions on dragnet operations and racial profiling. The bill must prohibit arrest operations that target individuals based on race, language, or accent, ensuring ICE operates within constitutional bounds. 4. Elevated recruitment and training standards. Reports indicate ICE is lowering standards to meet expansion targets, putting untrained agents on our streets. This threatens public safety and must be addressed. These measures are not about hindering legitimate law enforcement—they are about ensuring ICE operates as a professional agency accountable to the communities it serves and bound by the same laws that govern all Americans. The current trajectory risks turning ICE into a force that provokes rather than prevents violence. Congress has both the authority and responsibility to establish clear guardrails through the appropriations process. I urge you to oppose any DHS funding bill that does not include these essential accountability provisions. Our communities deserve law enforcement that operates transparently, professionally, and within constitutional limits. Thank you for your attention to this urgent matter.
