Demand that ICE immediately terminate its $12 million contract with Edge Ops LLC for "Project SAFE HAVEN" — a real-time, AI-driven surveillance program that maps immigrants' daily movements, behavioral patterns, and personal networks using data harvested from cell phones, Wi-Fi connections, and smart devices. This is not targeted law enforcement. It is mass surveillance infrastructure.
S.T.O.P. Executive Director Michelle Dahl put it plainly: this project is "a danger to everyone." The system builds target profiles that can be turned against protesters, journalists, and anyone who criticizes ICE online. That is exactly how authoritarian governments silence dissent. We have seen this playbook before, and the technology only makes it faster and harder to escape. ICE has already drawn condemnation for a $4.5 million iris-scanning contract with BI2 Technologies and deploying facial recognition through the Mobile Fortify App. Project SAFE HAVEN is a dangerous escalation of that pattern.
This contract must be cancelled, and Congress must act to prohibit federal agencies from procuring AI-driven "patterns of life" surveillance tools without explicit legislative authorization. The procurement documents are public. The threat is documented. There is no excuse for inaction.
