This bill introduces requirements that could negatively impact transgender and non-binary individuals' ability to update identity documents to accurately reflect their gender identity. Tying legal gender recognition solely to biological sex assigned at birth disregards the lived realities of many people and creates unnecessary barriers. Official documentation matching one's identity is crucial for accessing housing, employment, healthcare and other services without discrimination. Rather than imposing rigid constraints, a more thoughtful approach allowing self-attestation of gender would respect personal autonomy while streamlining administrative processes. I urge you to consider these ramifications and amend the legislation to be more inclusive of all Arizonans regardless of gender identity or expression.
