SALINE **Title: Federal Healthcare Oversight and Transparency Act Section 1: Purpose** To prevent abuse of the healthcare system by facilities and states when patients are placed via court order, subpoena, or emergency DOJ action, and to ensure full federal oversight and transparency for any medical care paid by Medicare, Medicaid, or other federal funds. **Section 2: Federal Oversight Hub** Creates a new department under the Department of Health and Human Services called the Federal Medical Oversight Office. This office is the single hub for all court ordered medical placements and any care billed to federal programs. **Section 3: Rules for Court Ordered Medical Care** Whenever a federal court, DOJ, or local DOJ issues a subpoena, court order, or emergency order for inpatient or medical care, the following must happen before placement: - Doctors must submit both physical and written medical evidence justifying the order. - The evidence goes to the Federal Medical Oversight Office for review and approval. - The office sets limits on what is reasonable for appointments, length of stay, and costs. Any order exceeding those limits gets flagged. **Section 4: Facility Requirements** Any facility that accepts Medicare, Medicaid, or any federal assistance must: - Install flag cameras in patient areas with live access to the Federal Medical Oversight Office. This- Provides full transparency on patient counts, treatments, and billing to the office. - audits with real time monitoring by the office. **Section 5: Anti Abuse and Red Flag Authority** The Federal Medical Oversight Office has authority to: - Flag and halt any placement or billing that looks abusive, excessive, or fraudulent. - Investigate facilities, states, and providers for patterns of overuse. - Refer violations to DOJ for enforcement. **Section 6: Enforcement** Facilities that violate this act immediately lose eligibility for any healthcare $’s from and will face heavy State and Federal civil penalties and criminal charges will begin
