Ukraine voluntarily surrendered the world's third-largest nuclear arsenal after receiving explicit security assurances from the United States, the UK, and Russia. For years, American leaders have used the distinction between assurances and guarantees as an excuse to avoid fully honoring that commitment. We gave our word, and we have a responsibility to keep it.
Ukraine has been fighting for its survival and its independence for years, outgunned and outmanned against one of the largest military forces in the world. They have held. They have shown the kind of grit and determination that Americans recognize and respect.
The human cost Ukraine is paying is staggering. Military deaths, wounded soldiers, civilian casualties, and the missing — the total number of Ukrainians killed or maimed runs well into the hundreds of thousands. Millions more are affected through displacement, psychological trauma, bereavement, and the destruction of homes and livelihoods. Ukraine is managing one of the largest displacement crises in the world today. Every number here represents a real person, a family shattered, and a community scarred.
Our failure to consistently honor our agreement throughout this war has contributed to this damage. Although Russia bears responsibility for this war, our inconsistent support has made Ukraine's defense more difficult and prolonged the suffering.
Allies and adversaries alike are drawing conclusions from this vote. American credibility on the world stage has already taken serious damage. A Congress that formally fails to honor a specific, documented commitment made in exchange for nuclear disarmament takes that damage to a different level. That goes on the record permanently and removes any remaining ambiguity about whether American agreements are enforceable. If Ukraine falls, the question of whether American security commitments mean anything becomes very concrete very fast.
They are asking for our support, not our troops.
