Reform FSA policies to benefit employees

As healthcare insurance reform is being reassessed, I encourage our congress to examine the profit structures around "use it or lose it" FSA policies. Automatic return to employer with optional return to employees seems like an employer-benefitting system. I encourage you to consider reform which requires unspent FSA funds to be returned to employees as taxed income. Or better yet; allow expenses for healthcare to all be tax free, with a system that supports all Americans, including lower income taxpayers who are likely to be signed up on these plans. I charge you with the responsibility to design a healthcare system that results in issue prevention, proactive care, and overall general health, that is still affordable for the American people.
