Condemn Explosive Attacks via Civilian Devices in Violation of International Law
To: V.P. Harris

September 18
I am writing to express my concern over the recent attacks in Lebanon, where various electronic devices, including pagers, were rigged to explode, allegedly by Israel. This attack has killed and injured thousands, including healthcare workers. As Mary Ellen O’Connell, professor of law and international peace studies at the University of Notre Dame, highlights, booby-trapping civilian objects is strictly prohibited under international law.
This escalation sets a dangerous precedent. Israel’s actions, which violate the Fourth Geneva Convention and international norms, perpetuate terror rather than curbing it. The U.S. must condemn this tactic, which destabilizes the region and targets innocent civilians and healthcare providers.
Your leadership in condemning these attacks and promoting accountability is crucial. Please take a stand against these violations of international law and human rights.
