Reject Rescissions Act's Harmful Cuts to Foreign Aid

To: Sen. Padilla, Sen. Schiff, Rep. Panetta

From: A constituent in Monterey, CA

June 8

Congressional representatives should reject H.R. 4, the Rescissions Act of 2025, due to the substantial cuts it proposes to vital foreign aid programs. This bill would slash funding for global health initiatives by $900 million, severely impacting efforts to combat infectious diseases and provide essential medical care worldwide. It also rescinds $2.5 billion from development assistance, hindering poverty reduction and economic growth in developing nations. Furthermore, the proposed $800 million cut to migration and refugee assistance comes at a time of increasing humanitarian crises and displacement globally. Cutting funds for disaster relief, democracy promotion, and conflict prevention/resolution programs is extremely shortsighted. This bill undercuts American leadership and influence abroad while doing little to address domestic priorities. Instead of these draconian reductions, a balanced approach prioritizing strategic international engagement is needed. American security and prosperity are intrinsically tied to stabilization and development overseas. Slashing foreign aid will ultimately prove costlier and more destabilizing. I urge you to reject this misguided legislation that undermines American interests and abandons the world's most vulnerable populations.
