Punitive ordinances penalizing vulnerable groups for lacking shelter perpetuate cycles of poverty and marginalization. A housing-first model focused on transitioning individuals into stable living situations, coupled with rehabilitative services, would better uphold human dignity while cost-effectively reducing chronic homelessness statewide.
