I am writing to urge you to implement comprehensive sanctuary protections modeled on New York City Mayor Zohran Mamdani's Executive Order 13, signed on February 6, 2026. This framework provides an actionable blueprint that requires no new legislation and sits entirely within your existing executive authority. It mandates that every city agency designate a privacy officer within 14 days to ensure data collected for municipal purposes stays out of federal hands. Six key agencies including police, corrections, child welfare, social services, health, and probation must immediately audit all internal policies related to federal immigration enforcement cooperation and report findings within 90 days. These policies must then be published online in plain language to create public accountability. The order extends prohibitions on federal agents entering non-public city property to include parking lots, garages, and vacant lots, preventing their use as staging areas without a judicial warrant from an Article III judge, federal magistrate, or state court. Administrative warrants are explicitly insufficient. Every public-facing employee and contractor receives training on how to respond when federal agents seek access to property or information. A standing Interagency Response Committee coordinates crisis policy across government, and the administration distributed approximately 32,000 multilingual flyers through faith institutions in 10 languages covering rights during ICE encounters. This multi-faith distribution strategy builds trust through established community networks. Federal immigration enforcement operations are eroding trust in public institutions that our communities depend on for safety, health services, and education. When residents fear that seeking help from city services could lead to deportation, everyone becomes less safe. This framework protects the civic fabric that holds our communities together while respecting the rule of law. I urge you to adopt these protections immediately to safeguard our neighbors and preserve the integrity of local government services.
