Support H.R. 1661, the SAFE Act, and close the legal loophole that is sending America's wild horses to slaughter. A 2004 amendment to the Wild Free-Roaming Horses and Burros Act lets the Bureau of Land Management sell federally protected mustangs to third-party buyers, stripping them of all legal protections. In 2025 alone, more than 3,700 horses were sold off — more than double the year before. At least one buyer purchased wild horses for $25 a head and resold them to Canadian slaughterhouses for profit.
The SAFE Act would permanently ban horse slaughter for human consumption in the U.S. and prohibit exporting live horses across borders for the same purpose. This is bipartisan legislation with broad public support, and it's the only durable fix to a pipeline that the Trump administration has shown no interest in shutting down.
