Federal Seizure of State Ballots Threatens Voter Confidence Nationwide

To: Rep. Houlahan, Sen. McCormick, Sen. Fetterman

From: A constituent in Reading, PA

January 29

I am writing as a Pennsylvania constituent to follow up on my concerns regarding the FBI’s seizure of ballots and election records from Fulton County, Georgia, and to underscore why this action is deeply concerning for voters here in Pennsylvania. Pennsylvania, like Georgia, administers its elections at the state and county level. Our system relies on clear lines of authority, strict chain-of-custody rules, and public confidence that ballots — once cast, audited, and certified — are protected from political interference. When federal agents remove certified ballots and election materials from state custody years after an election has concluded, it raises serious questions about precedent, oversight, and voter trust far beyond a single county or state. This concern is amplified by the broader national context. The former and current President has repeatedly denied the legitimacy of the 2020 election, publicly pressured state officials to “find” votes, and more recently floated the idea of canceling or delaying future elections. Against that backdrop, federal involvement in state election records — even with a warrant — risks reinforcing fears that election administration is being politicized rather than protected. For Pennsylvanians, this is not abstract. We are a state that relies heavily on mail-in voting and decentralized election administration. If federal agencies can retroactively seize ballots from one state, voters here are right to ask what protections exist to prevent similar actions elsewhere, and how Congress intends to safeguard state authority over elections going forward. I am asking for specific oversight focused on protecting voters nationwide. Will you support hearings to examine how and when federal authorities may access state election materials, and what limits must apply? Will you advocate for statutory protections that preserve state control of ballots and election records once results are certified? And will you press for transparency around the handling, storage, and return of seized election materials to ensure public confidence is not further eroded? Voters in Pennsylvania need assurance that elections are governed by law, not by shifting political pressure. Congress must act to reinforce those guardrails before further damage is done.
