In the United States of America, kidnapping a foreign president is a federal crime and likely unconstitutional. It is an act of war, which falls to Congress to declare. Under international law it is a crime against peace. Killing helpless people on the high seas is murder. Anyone perpetrating such crimes must be prosecuted and punished if guilty.
