As a constituent, I am writing to urge you to oppose Congressional Review Act Resolutions (CRAs) to overturn California maritime waivers. The Ocean-Going Vessels At-Berth Regulation and Commercial Harbor Craft Regulation have been critical to reducing port pollution and cleaning the air for California residents. The Ocean-Going Vessels At-Berth Rule requires ships to plug into shore power or use equivalent emissions controls while docked, reducing harmful pollution at ports by up to 90%, and cutting cancer risks by 55% at the ports. The Commercial Harbor Craft Rule is modernizing tugboats, ferries, and workboats with cleaner engines and zero-emission technologies, significantly reducing diesel particulate matter, saving 531 premature deaths and reducing GHG emissions by 415,000 metric tons. If these waivers are revoked, communities will lose out on major public health and environmental benefits, which is especially dangerous when ports continue to hit record breaking cargo volumes on a monthly basis, and have several port expansion projects underway. Please reject any attempts to use the Congressional Review Act to repeal these regulations, or to roll back protections under the Clean Air Act.
