Protect the Integrity and Accessibility of Vote-by-Mail

To: Rep. Salinas, Sen. Wyden, Sen. Merkley

From: A constituent in Sheridan, OR

September 6

I'm writing as a constituent deeply concerned about recent reporting on the U.S. Postal Service's rushed rollout of a new mail-ballot verification system, including a whistleblower's allegation that USPS continued this work in defiance of a federal court injunction. According to the whistleblower's disclosure, the system's "zero percent failure rate" standard means a single unreadable barcode — which can result from something as ordinary as a name change or a move — could cause an entire batch of ballots to be rejected and returned to the state, undelivered, ahead of the November election. Vote-by-mail is not a partisan convenience — it's a lifeline for rural and frontier voters far from polling places, for hourly workers who can't take time off to vote in person, and for elderly and disabled Americans who cannot easily leave home. States across the political spectrum have run reliable mail voting systems for years. Undermining that system, especially through a rushed, poorly tested federal IT rollout, right before a critical midterm election, risks disenfranchising millions of eligible voters through no fault of their own. I'm asking you to: 1) Publicly demand USPS and the administration halt implementation of this verification system until it is fully tested and until ongoing litigation is resolved. 2) Support oversight hearings and demand answers from USPS leadership about compliance with the court's injunction. 3) Push for legislation or emergency action to ensure no ballot is rejected due to processing or technical error rather than voter eligibility. 4) Reaffirm support for states' constitutional authority to administer their own elections, including by mail. The right to vote shouldn't depend on whether a barcode scans correctly. I urge you to act quickly and visibly on this before the damage to this election cycle becomes irreversible. Thank you for your attention to this urgent matter.
