Investigate Sen. Collins' Role in Navatek Pay-to-Play Scheme

To: Rep. Elfreth, Sen. Van Hollen, Sen. Alsobrooks

From: A verified voter in Arnold, MD

September 22

The evidence against Sen. Susan Collins demands a full, independent investigation — and if the facts bear out, prosecution. ProPublica's reporting reveals that defense contractor Martin Kao told FBI agents Collins personally said "You've seen me deliver" while her campaign solicited his donations. Seven days after Kao's $150,000 shell company check cleared her super PAC, her office asked for his phone number so she could call to thank him. That is not coincidence. That is a paper trail. The FBI had already built a case strong enough to pursue a sweeping bribery probe by late 2024, with agents planning undercover operations and holding a 50-page road map from Kao naming members of Congress. That investigation is now dead — killed when Trump purged the FBI agents and DOJ prosecutors who built it. The public deserves to know whether Collins traded $32 million in Navy contracts for campaign cash. Appoint a special counsel, reopen this investigation, and follow the evidence wherever it leads.
