Directions to Government Hill send to Congress, the PSC, and federal agencies: --- PROPOSAL FOR CONGRESSIONAL CONSIDERATION: Nationwide Mandatory Itemized Electric Billing Transparency Act Subject: Request for Federal Law Requiring Detailed, Itemized Billing from All Electric Utility and Brokerage Companies To: United States Congressional Lawmakers From: Concerned Citizens and Ratepayers of the United States Statement of Purpose: We, the people, respectfully request that Congress propose and enact a nationwide mandatory law requiring all electric utility companies and electric brokerage companies to provide consumers with a fully itemized, detailed monthly electric bill. Justification: Existing Infrastructure Supports Tracking: Every home and business in America is equipped with an electrical panel box with multiple circuits designed for safety, load management, and tracking purposes. The technology to monitor where electricity is being consumed already exists. Consumer Right to Know: As consumers, we currently receive only a total kilowatt-hour number and a total dollar amount. We have no transparent breakdown showing WHERE the majority of our consumption is going - whether it is HVAC, water heater, security lighting, appliances, or other loads. Consumer Empowerment and Conservation: With an itemized billing system, similar to an itemized credit card or bank statement, consumers would be able to analyze their usage, identify inefficiencies or faulty equipment, and make cautious, informed decisions to conserve energy and lower costs. This benefits both the consumer and the national energy grid. Accountability and Dispute Resolution: Detailed billing would prevent billing errors, double-charging, and unexplained high bills. It would create accountability and allow for accurate dispute resolution between the utility provider and the ratepayer. What We Are Requesting: A federal law that mandates all electric providers to include on each monthly bill: a) A detailed breakdown of consumption by major category or circuit load b) Daily usage tracking c) Clear identification of fixed fees, fuel adjustments, and surcharges d) Plain-language explanation of how the bill was calculated This is a reasonable, modern standard for transparency that aligns with consumer protection principles already applied in telecommunications, banking, and other essential services. We respectfully ask that this proposal be placed on the agenda for discussion at your next legislative session.
