Concerns Regarding SSB 1135 and Its Impact on Early Childhood Education
To: Gov. Reynolds
From: A constituent in West Des Moines, IA
February 22, 2025
I am writing to express my concerns about Senate Study Bill 1135 (SSB 1135), which proposes significant changes to early childhood education and care in Iowa. While I appreciate efforts to enhance our state's support for young children and their families, I am troubled by reports suggesting that this bill reallocates funds from existing childcare programs to establish new initiatives.
State Senator Sarah Trone Garriott has highlighted that the proposed legislation introduces a new childcare program but does so by diverting resources from current programs that many families rely upon. This approach raises several concerns:
1. Impact on Existing Programs: Reallocating funds may undermine the stability and effectiveness of established programs that currently serve numerous Iowa families.
2. Sustainability of New Initiatives: Introducing new programs without securing additional funding sources could lead to financial instability for both new and existing services.
3. Transparency and Stakeholder Engagement: Significant policy shifts, especially those involving funding reallocations, warrant thorough discussion with educators, parents, and community stakeholders to assess potential impacts comprehensively.
I urge you to consider these concerns and ensure that any legislative action taken to improve early childhood education does not inadvertently compromise the programs currently serving our communities. A balanced approach that seeks additional funding or resources, rather than reallocating existing ones, would better serve Iowa's children and families.
Thank you for your attention to this matter. I look forward to your response and to any further information you can provide regarding the state's plans for early childhood education.
