I'm writing to express strong opposition to the following section of the Republican Reconciliation Bill: "In general, no State or political subdivision thereof may enforce any law or regulation regulating artificial intelligence models, artificial intelligence systems, or automated decision systems, during the 10-year period beginning on the date of the enactment of this act" I can't believe I have to point out how incredibly short-sighted this one clause is! AI is still a new technology and we have no idea the ways it will be used or what it will make available over the next few years. Can you imagine if cars or electricity had not been regulated early on? This clause puts all of American at risk by allowing AI and those who create and control it complete power over all of us with no guardrails. Let me give you an example.... What if AI creates a video of you, as a member of Congress saying or doing something you didn't do. What if it shows you committing a crime? What if it hacks into records and changes your standing on an issue or changes your vote? How would that affect your career or your life? Now, imagine there's no recourse because you yourself made AI and it's progenitors all powerful by passing this bill. It sounds like science fiction, but so did cars and electricity not that long ago. You CAN NOT in good conscience pass the Reconciliation bill with this language intact. It serves to benefit only a few super wealthy people, while literally hurting EVERYONE else.
