I am writing to urge you to include a full reversal of all recent federal Reductions in Force (RIFs) as part of any Continuing Resolution (CR) or agreement to reopen the government. These layoffs have caused widespread harm to federal employees, disrupted critical public services, and weakened the capacity of agencies to fulfill their missions on behalf of the American people. Federal workers are the backbone of our nation’s defense, education, health, environmental protection, and economic stability. The decision to implement RIFs during a funding lapse not only undermines morale but also strips agencies of the institutional knowledge and workforce stability essential for recovery once operations resume. Reversing these RIFs is not only fair—it is necessary to restore continuity, efficiency, and trust in public service. A Continuing Resolution that simply restarts funding without addressing the damage done to the federal workforce will not be enough. Congress must act decisively to reinstate all federal employees affected by these RIFs and guarantee that their pay, benefits, and service credit are fully restored. I urge you to stand with public servants and ensure that the CR to reopen the government includes clear language reversing all federal RIFs and prohibiting further personnel actions tied to the shutdown.
