Trump issued an executive order waiving major sanctions against Russia. The Graham Act states: BEFORE issuing a waiver, the President shall submit to Congress a WRITTEN certification that the waiver is in the national interests of the United States AND a report explaining the basis for that certification. Where is this certification? Where is the report? The law requires it.
