Presidential Conduct in Iran Conflict Demands Immediate Congressional Action

I am writing to you as your constituent with urgent concern about President Trump’s conduct in the ongoing conflict with Iran, and to demand that Congress act immediately to fulfill its constitutional obligations. As of today, April 7, 2026, President Trump has publicly threatened to destroy Iran’s entire civilian infrastructure — including all power plants and bridges — unless Iran reopens the Strait of Hormuz by 8 p.m. tonight. He has stated, in his own words, that “a whole civilization will die tonight.” These are not ambiguous remarks. They are explicit, public threats to carry out what multiple international law experts, including former U.S. military lawyers, have identified as potential war crimes under the Fourth Geneva Convention. The United Nations Secretary-General has warned that attacking civilian infrastructure of this scale is prohibited under international law. Kenneth Roth, former executive director of Human Rights Watch, stated plainly that Trump is “openly threatening collective punishment” — targeting not Iran’s military, but its civilian population. Experts note that even the threat to carry out such acts may itself constitute a violation of international humanitarian law. Beyond the legal dimension, this conflict has been conducted without a formal declaration of war or proper authorization from Congress. The War Powers Resolution exists precisely to prevent a single executive from unilaterally plunging the nation — and the world — into open warfare. Gas prices have already risen nearly 40% since this conflict began. Our military personnel have been placed in extraordinary danger, including the loss of an F-15 over Iranian territory. The consequences for the United States, the region, and the global economy are severe and worsening. I am urging you to: 1. Immediately invoke and enforce the War Powers Resolution to reassert congressional authority over this conflict. 2. Call for emergency hearings on the legality of the President’s conduct and his threats against civilian infrastructure. 3. Use every constitutional tool available — including the power of impeachment — to hold this president accountable for conduct that threatens to cross lines of international law and human decency. History will judge whether Congress stood up in this moment or looked away. I implore you to stand up.
