Who Slowed Starshield? Ukrainian Civilian Deaths Demand Sworn Testimony.

To: Sen. Husted, Rep. Beatty, Sen. Moreno

From: A verified voter in Columbus, OH

October 17

I demand immediate congressional oversight into conflicting accounts of executive orders restricting Starshield satellite access for Ukrainian forces—a critical service funded by U.S. taxpayers. On Oct 14, Starshield terminals lost connectivity above 100 mph without notice, crippling interceptor drones and leading to civilian deaths. Whether this cap remains is disputed: Secretary Hegseth and President Trump claim full service is restored, yet Ukrainian advisers confirm velocity limits are still active. Accountability is shrouded in contradictions: - Reuters reported the directive came directly from the White House. - Elon Musk stated limits are "decided by the US military and ultimately POTUS." - The Telegraph reported Musk proposed the limits and the President agreed. - Yet, President Trump and administration officials deny any involvement. - The Pentagon has offered zero explanation. At least one official statement is false. On Oct 15, a bipartisan Senate coalition requested a Pentagon Inspector General investigation, warning dropouts left U.S. personnel in Kyiv unable to reach bunkers during air raids. When officials, allies, and defense contractors provide mutually exclusive accounts of cuts affecting allied forces and U.S. personnel, Congress must compel the truth under oath. I urge you to take immediate legislative action: 1. Mandate Written Pentagon Accounting: Require DoD to state in writing by Oct 24 who authorized the restriction, when, and whether any speed cap remains active. 2. Back the Bipartisan IG Investigation: Formally support the Senate’s demand for a DoD Inspector General investigation. 3. Subpoena Joint Testimony: Hold Armed Services hearings inviting SpaceX leadership and Pentagon officials to testify under oath regarding the restriction. 4. Enforce 48-Hour Notification Riders: Support measures by Rep. Brian Fitzpatrick (R-PA) requiring the Executive Branch to notify Congress within 48 hours of any modification to allied defense capabilities, tying funding to compliance. Reclaim your oversight authority and compel the true account under oath.
