Consciousness of Guilt. The fact that the ICE agents are wearing masks indicates a consciousness of guilt as they rampage through Minneapolis. They know that they are breaking federal laws and violating the constitutional rights of citizens and immigrants. They are counting on a blanket pardon from Trump. What they should also be aware of is the fact that they are also breaking state laws, for which Trump cannot pardon them. Make them aware and maybe they will temper their actions.
