Request for Federal Oversight and Regulation of AI Data Center Expansion

To: Sen. Banks, Sen. Young, Rep. Houchin

From: A constituent in Guilford, IN

January 22

I am writing as a constituent to express serious concern about the rapid, largely unregulated expansion of artificial intelligence infrastructure and large-scale data centers across the United States. These facilities are being developed at a pace that far exceeds the establishment of meaningful federal standards governing land use, energy consumption, water access, environmental impact, and long-term economic consequences for local communities. While technological advancement is important, its growth should not come at the cost of public resources, ecological stability, and household affordability. Data centers require extraordinary amounts of electricity and water, often rivaling or exceeding the consumption of small cities. In many regions, this demand places upward pressure on energy prices for residents, strains municipal utilities, and increases reliance on subsidized infrastructure funded by taxpayers. At the same time, large corporations are frequently granted tax incentives, discounted energy rates, and preferential land access, effectively shifting financial and environmental burdens onto local communities. I am also concerned about the increasing use of public and agricultural land for these developments without comprehensive federal oversight or long-term impact forecasting. Decisions that permanently alter ecosystems, groundwater systems, and regional power grids should not be made solely at the state or corporate level without a unified national framework. Beyond physical infrastructure, I urge Congress to address the ethical and civil implications of artificial intelligence itself. The expansion of AI systems is closely tied to issues of mass data collection, automated decision-making, and the potential growth of surveillance-based technologies. These developments raise serious questions about privacy, civil liberties, and the transparency of how AI systems are trained, deployed, and governed. I respectfully ask that you support and advance federal legislation that: • Establishes national standards for energy and water usage by large-scale data centers • Requires environmental and community impact assessments before land acquisition and construction • Limits the use of public land and resources without clear public benefit and accountability • Creates transparency requirements for AI training data, deployment, and surveillance-related uses • Protects consumers from indirect cost increases caused by subsidized corporate energy consumption The United States has an opportunity to lead the world not only in artificial intelligence innovation, but in responsible, ethical, and sustainable governance of the systems and infrastructure that support it. I urge you to help ensure that progress does not come at the expense of citizens, communities, and future generations. Thank you for your time and for your service to the public. I would appreciate knowing your position on this issue and whether you support the development of federal standards addressing these concerns.
