I am writing to urge you to support sensible, effective regulation of artificial intelligence (AI) at both the national and international levels. AI is advancing extraordinarily quickly, while our laws and regulatory systems are struggling to keep pace. The potential harms are substantial. AI can enable increasingly sophisticated fraud, identity theft, misinformation, deepfakes, manipulation, cyberattacks, and exploitation of personal information. It can amplify discrimination and make consequential decisions about employment, financial services, healthcare, and other areas of life without adequate transparency or accountability. There are also longer-term risks that deserve serious consideration. Highly capable AI systems could be used maliciously, become difficult to control, or create economic and societal disruption on a scale that is difficult to reverse. We should not wait for catastrophic consequences before establishing reasonable safeguards. The environmental costs also deserve greater attention. AI data centers require enormous amounts of electricity and water, contributing to increased energy demand, carbon emissions, and pressure on local water resources. These costs are often borne by communities and the environment while remaining largely invisible to consumers. AI developers should be required to provide meaningful transparency regarding energy and water consumption and to mitigate their environmental impacts. I encourage Congress to establish risk based requirements for testing, independent evaluation, cybersecurity, transparency, human oversight, incident reporting, and accountability. Particularly powerful systems should face stronger safeguards before widespread deployment. Companies should not be permitted to externalize significant risks onto the public while retaining the benefits. Because AI development is global, the United States should also work with other nations to establish compatible international standards for safety, security, privacy, and environmental responsibility. We should not attempt to stop technological progress, but neither should we allow the pursuit of innovation to outrun our ability to protect people and the environment. Responsible regulation now can help ensure that AI develops in a manner consistent with the public interest. Thank you for your consideration.
