Urgent ceasefire and humanitarian aid for Gaza crisis
To: V.P. Harris

August 20
The humanitarian crisis in Gaza is catastrophic, with over 37,000 Palestinian fatalities and the displacement of 75% of Gaza's population. The entire population lacks access to clean water, food, and essential medical services due to the destruction of infrastructure and restrictions on aid flow. While Israel has security concerns, the immense civilian suffering violates international humanitarian law's fundamental principles of distinction, proportionality, and precaution. An immediate ceasefire is urgently needed to protect lives, secure hostage release, and facilitate large-scale humanitarian assistance delivery. The parties must also work towards a comprehensive "humanitarian reset" by opening border crossings, streamlining inspections, ensuring aid worker safety, and restoring utilities. Both sides have obligations under international law - armed groups must not operate near civilians, while Israel's response must distinguish between civilians and combatants. A ceasefire coupled with unimpeded humanitarian access is the only way to prevent further loss of life and alleviate the dire conditions in Gaza.
