An Open Letter

To: Gov. Newsom

From: A constituent in San Diego, CA

September 1

Governor Newsom, I'm urging you as a concerned resident of California to sign AB 1645, the HUGS Act, in state law. Families deserve dignity. Children deserve comfort. Loved ones deserve humane visits. Right now, vague “excessive contact” rules are used to punish families for basic human connection — holding hands, hugging, comforting a child. That’s not safety. That’s harm. AB 1645 would protect families by allowing appropriate physical contact during visits — without fear of discipline or retaliation. ✔️ Protects children ✔️ Preserves family bonds ✔️ Supports rehabilitation ✔️ Promotes real public safety Love is not a violation. Human connection is a right. If healing is the goal, humane contact is part of the solution. Families are a key part of rehabilitation. Please write AB 1645, the HUGS Act, into state law.
