President Trump can be impeached for initiating military action without congressional approval, as this could be classified by the House of Representatives as an "abuse of power" or a "high crime and misdemeanor".
While the Constitution grants the President "Commander in Chief" powers, it vests the exclusive power to declare war in Congress.
