Has the current Sec of Defense/War committed a war crime? What is international law/code of conduct for when “enemies” are no longer posing a threat? What do we consider people who have just been on a boat that got bombed and are hanging on to keep from drowning - are they still posing a threat to us? What did our Sec of Defense command our military to do and did it amount to a war crime?
