Pass the Bipartisan American Affordability and Jobs Act (BAAJA)

To: Sen. Johnson, Rep. Pocan, Sen. Baldwin

From: A constituent in Madison, WI

October 4

As your constituent, I urge you to support the Bipartisan American Affordability and Jobs Act of 2026. It is one of the most effective steps Congress can take to lower energy costs and cut emissions at the same time. Both goals depend on building, and our permitting system makes building slow and expensive. Projects often stall for years in open-ended review and litigation, even when nothing is wrong with them. Those delays raise financing costs, and ratepayers end up paying for them. Delays also keep cleaner generation off the grid while older, higher-emitting plants keep running. BAAJA addresses this directly. It would bar federal agencies from taking more than a year to decide on applications they consider complete. It also provides certainty that permitted projects keep their permits absent extraordinary circumstances, violations of law, or court order. Faster, durable approvals mean lower project costs and quicker emissions reductions. The transmission reforms matter most of all. The bill overhauls the interconnection queue process, which has kept new zero-carbon energy off the grid. It also requires grid planners to conduct interregional transmission planning. Expanding transmission lets cheap clean power reach the places that need it. That brings much more zero-carbon energy online and reduces the costly congestion that drives up wholesale prices. BAAJA also protects household budgets directly. It would require transmission costs for data centers and other large loads to be assigned to those operators, to minimize the burden on other customers. It also directs DOE to help local governments streamline permitting for rooftop solar and batteries. That lowers the soft costs families pay when they go solar. This bill was built by Republican and Democratic committee leaders together, and it is a rare bipartisan compromise. It will help deliver lower energy bills and more clean energy while keeping environmental safeguards in place. Please support it when it comes to a vote.
