RE: Urgent Demand for Congressional Oversight of Federal ICE Operations

I am writing to you today as a deeply concerned constituent to demand immediate congressional oversight and an end to the unconstitutional "Operation Metro Surge" currently being carried out by U.S. Immigration and Customs Enforcement (ICE) and other federal agencies in Minneapolis. The city is currently in a state of crisis. In less than three weeks, federal agents—operating as masked, paramilitary units—have fatally shot two civilians in the streets of Minneapolis. On January 7, 2026, Renee Nicole Good, a 37-year-old mother and U.S. citizen, was killed in her car. On January 24, 2026, Alex Jeffrey Pretti, a 37-year-old intensive care nurse and U.S. citizen, was shot and killed while unarmed. The presence of thousands of masked, unidentified federal agents has effectively turned our city into a occupied zone, characterized by a reckless disregard for the civil liberties of Minnesotans. As my representative, I urge you to investigate the following probable violations of the U.S. Constitution: • Fourth Amendment Violations: Reports and lawsuits, including the January 2026 filing by the Minnesota Attorney General, cite widespread warrantless searches and seizures. The use of "administrative warrants" to justify home entries and the detention of U.S. citizens without probable cause constitutes a direct assault on the right to be free from unreasonable search and seizure. • Fifth Amendment Violations: The practice of detaining individuals based on appearance or accent, denying them the right to remain silent, and failing to provide due process is a violation of the Fifth Amendment. • First Amendment Retaliation: There is significant evidence that this surge is a retaliatory political act targeting Minnesota for its political views. Furthermore, federal agents have reportedly used excessive force to suppress those peacefully protesting these very actions. • Tenth Amendment Overreach: The deployment of a federal force five times the size of the Minneapolis Police Department, over the explicit objections of state and local leaders, undermines the sovereignty of the State of Minnesota and the Tenth Amendment’s division of power. The lack of transparency is unacceptable. These agents often operate masked, without visible identification, and in unmarked vehicles, making them completely unaccountable to the public. This is not "law enforcement"; it is a paramilitary occupation that has already cost the lives of two innocent citizens. I am calling on your office to: 1. Demand an immediate halt to "Operation Metro Surge" in Minnesota. 2. Initiate an independent Department of Justice investigation into the deaths of Renee Good and Alex Pretti. 3. Support legislation to ban federal agents from wearing masks or concealing their identity during domestic operations. We cannot allow the Constitution to be suspended in the name of political theater. I look forward to your response and to learning what specific actions you will take to protect the rights and lives of your constituents.
