I am writing to urge you, in the strongest possible terms, to uphold your oath to the Constitution and take immediate action in response to President Donald Trump’s unilateral and unauthorized use of force directed at Venezuela—an action that, if substantiated, constitutes a grave violation of the Constitution and an abuse of executive power. The Founders were unequivocal: the power to declare war rests with Congress, not the President. Any act of war, military aggression, or covert operation undertaken without congressional authorization is not merely a policy disagreement—it is a constitutional crisis. When a president bypasses Congress to engage in hostilities against a sovereign nation, it undermines the separation of powers, erodes democratic accountability, and sets a dangerous precedent that no party or future administration should be allowed to exploit. This is not about partisanship. It is about whether the Constitution still governs the conduct of the presidency. If the executive branch has engaged in acts of war, attempted regime change, or military aggression against Venezuela without the consent of Congress, then Congress has not only the authority but the obligation to act. Silence or delay in the face of such conduct is complicity. History will not judge kindly a legislature that abdicates its constitutional role out of political convenience or fear. I am calling on you to: • Demand full transparency regarding any military or covert actions taken against Venezuela • Publicly assert Congress’s exclusive authority over war powers • And, if the facts confirm constitutional violations, begin Articles of Impeachment to hold the President accountable under the law No president is above the Constitution. If Congress fails to enforce its own powers, then the rule of law becomes optional, and democracy itself is weakened. You have long been a defender of constitutional norms and democratic institutions. I urge you to lead decisively now—not cautiously, not rhetorically, but with action commensurate with the seriousness of the offense. The American people are watching. History is watching. Please act accordingly.
