How does a nation claiming a war is over keep bombing the victims of that war?

If I were to attack my neighbor’s home with weapons of mass destruction, could I be exonerated if I promise I didn’t mean it as an act of war? I’m only asking because you keep authorizing the use of bombs and missiles against Iran whilst publicly claiming the war is over and that the United States will not restart it.
