Neither the state nor the federal government has met its obligation to fully fund special education, and Kansas students are paying the price. The current statewide shortfall is $208 million, with nearly $30 million per year coming out of Shawnee Mission alone. Districts are forced to cover these gaps from their general operating budgets.
This underfunding harms students with disabilities and undermines education for all children. When districts divert funds to cover mandated special education services, fewer resources remain for classrooms, teachers, mental health supports, and enrichment programs in general education. That is neither fair nor sustainable.
Special education funding is not optional—it is a legal and moral responsibility. Fully funding SPED would relieve pressure on local budgets, improve services for students with disabilities, and restore resources to benefit every student in the district.
I urge you to fully fund special education and close the existing gaps. Kansas must meet its obligations and ensure every child receives the education they deserve.
