Oppose the Flawed Gaza Peace Plan and Support Genuine Ceasefire

To: Rep. Liccardo, Sen. Padilla, Sen. Schiff

December 30

I am writing to urge you to oppose the current Gaza peace plan and advocate for a genuine ceasefire that prioritizes Palestinian lives and self-determination. The three-phase plan that went into effect on October 10th has stalled and is fundamentally flawed in its design and implementation. Since the ceasefire began, approximately 400 Palestinians have been killed by Israeli forces according to Gaza's health ministry. This is not peace. The plan has locked in a zonal map dividing Gaza into color-coded areas of unequal access, with the red zone comprising about half of Gaza, including the most densely populated neighborhoods, where reconstruction is indefinitely stalled. Satellite imagery analyzed by Forensic Architecture reveals that Israel has constructed at least thirteen new military outposts inside Gaza since the ceasefire and expanded forty-eight existing ones, while physically moving the yellow line security boundary westward beyond its own mapped boundaries. The humanitarian situation remains dire. While officials promised up to 600 aid trucks daily, UN figures show closer to 100 per day between October and November. Israel continues to bar basic school supplies like pencils and paper, and international organizations warn of famine risk. Israel has repeatedly opened and closed crossings during disputes, weaponizing humanitarian access. The plan's fundamental flaw is that Palestinians were excluded from the drafting process and have no meaningful agency in its implementation. The Palestinian Authority has not held national elections since 2006 and lacks legitimacy, particularly in Gaza. Hamas rejects the demilitarization clause and any international force presence. No Palestinian institution with a claim to represent Gaza has consented to the International Stabilization Force deployment. Palestinian Authority President Mahmoud Abbas has stated the Palestinian State should be the sole security provider. An arrangement designed without local consent and dependent on institutions with no legitimacy will not produce lasting peace. I urge you to oppose this plan and support a ceasefire that includes Palestinian participation, unrestricted humanitarian aid, and a political horizon grounded in Palestinian self-determination.
