Texas should offer secure digital versions of driver licenses and state IDs as a voluntary complement to physical cards—not a replacement for them. A digital ID would give Texans a convenient, state-issued way to prove their identity using a smartphone. It could make everyday transactions faster while reducing the need to carry a physical card. Texas already relies on electronic verification systems to improve the security and integrity of its identification system, and the Department of Public Safety is expanding digital services for license and ID transactions. Security is another potential benefit. A properly designed digital credential could use encryption, authentication, and protections against copying or alteration that are difficult to reproduce with a physical card. Proposed Texas legislation has specifically contemplated authentication, offline functionality, and protections preventing presentation of a digital ID from automatically granting access to the rest of someone’s phone. Digital IDs could also improve government efficiency. Texans could complete eligible renewals, replacements, and address changes remotely, while reducing demand for in-person DPS appointments. Texas DPS is already moving in this direction with Virtual Issuance, which allows eligible Texans to complete certain transactions through a mobile device. Most importantly, a Texas digital ID should remain optional. Physical IDs should continue to work, and Texans without smartphones—or who simply prefer physical credentials—should not be disadvantaged. The goal isn’t to make identification more complicated. It is to give Texans another secure, convenient option that fits how people increasingly interact with government and businesses. With strong privacy safeguards, offline capability, transparent security standards, and voluntary adoption, a digital Texas ID could modernize identification without eliminating the traditional card.
