Congress Must Act to Stop Russell Vought’s Attack on the Federal Government

To: Rep. Cleaver, Sen. Schmitt, Sen. Hawley

From: A verified voter in Kansas City, MO

March 16

I am writing as a concerned constituent to express deep alarm about the influence and actions of Russell Vought, the current Director of the Office of Management and Budget. His approach to governing and his stated goals for the federal government raise serious concerns about the future of our democratic institutions, federal workforce, and congressional authority. Mr. Vought has been a central architect of the policy agenda known as Project 2025, an initiative designed to dramatically reshape the federal government and consolidate power within the executive branch. Reports indicate that this effort includes plans to weaken independent agencies and restructure the civil service in ways that could allow mass firings of career federal employees and replace them with political appointees. Such proposals threaten the stability, expertise, and nonpartisan integrity of the federal workforce that Americans rely on. Equally troubling are Mr. Vought’s statements and actions regarding oversight and congressional authority. He has publicly questioned the legitimacy of watchdog institutions such as the Government Accountability Office and has supported strategies to withhold or redirect funds that Congress has already appropriated. These actions risk undermining the constitutional balance of power between the legislative and executive branches. In addition, the dismantling of major federal programs and agencies under his direction—along with large-scale workforce reductions—has created uncertainty for thousands of public servants and the citizens who depend on government services. Federal employees dedicate their careers to serving this country and should not be treated as obstacles or targets in ideological battles. Regardless of political party, Congress has a responsibility to safeguard the Constitution, protect oversight institutions, and defend the professional civil service that keeps our government functioning. I urge you to speak out and take action to ensure that the powers of Congress are respected and that any effort to weaken oversight or politicize the federal workforce is stopped. Our democracy depends on checks and balances, transparency, and a government that serves the public rather than partisan agendas. I hope you will stand up for those principles and for the constituents you represent.
