I am writing to express my absolute condemnation of the documented actions taken by Secretary of State Marco Rubio and Homeland Security Secretary Kristi Noem to systematically infringe upon the First Amendment rights of students and academics in the United States.
As detailed in recent federal court proceedings and reporting by the New York Times, U.S. District Judge William Young has lambasted these officials for what he called a “breathtaking” and “unconstitutional conspiracy.” The evidence presented in court confirms that Rubio and Noem knowingly misused the sweeping powers of their respective offices to target, arrest, and attempt to deport individuals solely for their protected political speech.
This is a direct violation of 18 U.S.C. § 241—Conspiracy Against Rights. When high-ranking cabinet officials use the machinery of the state to "strike fear" into residents and "pick off" those who voice dissent, they have abandoned their oath to the Constitution. They have transformed federal agencies into tools of political repression.
I am demanding that Congress take the following immediate actions:
1. Introduce and Pass Articles of Impeachment: Both Marco Rubio and Kristi Noem must be impeached for high crimes and misdemeanors. Their documented participation in a conspiracy to suppress the constitutional rights of people lawfully present in the U.S. renders them unfit for public office.
2. Criminal Investigation into Conspiracy: Beyond removal from office, the Department of Justice must be pressured to investigate these officials for their roles in orchestrating the "Operation Metro Surge" tactics that resulted in illegal detentions and the chilling of free assembly.
3. Restoration of Rule of Law: Congress must act to ensure that immigration law is never again used as a pretext for the "ideological deportation" of students and scholars who express views contrary to the administration.
If the legislature allows cabinet secretaries to openly disregard federal court rulings and the First Amendment, then the protections of the Bill of Rights are effectively dead. I expect you to uphold your oath and move for the immediate removal of these individuals from their positions of power.
