Governor Newsom — I am urging you to sign AB 2186 before September 30, 2026. Reparations payments are meant to repair harm, not be taxed back by the state that caused the harm. AB 2186 ensures that future reparations payments are exempt from California state income tax. This is the minimum standard of integrity: if California acknowledges the debt, it cannot simultaneously tax the repair. The Bureau for Descendants of American Slavery is being built. The evidentiary standards are being set now. Do not allow the state to reclaim what it owes through the back door of taxation. Sign AB 2186. The deadline is September 30. Oakland is waiting.
