A Formal Demand for Immediate Congressional Action

To: Rep. Nunn, Sen. Grassley, Sen. Ernst

From: A verified voter in Des Moines, IA

April 7

I am your constituent, and I am asking you directly: what are you going to do? This morning — Easter Sunday, April 5, 2026 — the President of the United States threatened to bomb Iranian civilian power plants and bridges by Tuesday, signing off the message with “Praise be to Allah.” This is not political spin. It is documented and verified by Axios, TIME Magazine, The Hill, and The Daily Beast. It is the stated intention of our Commander-in-Chief, delivered in profanity on the holiest day of the Christian calendar, with no congressional authorization and no coherent strategy. This is not the behavior of a stable, competent leader. This is a man who is unfit for the office he holds. The constitutional case is clear. This war began on February 28 without a declaration of war or authorization from Congress. The War Powers Act exists to prevent exactly this — unilateral, unchecked military escalation by a single executive. Threatening to destroy civilian power plants and bridges raises grave questions under international humanitarian law. These are not fringe concerns. Senator Chris Murphy stated this morning that he would be calling constitutional lawyers about the 25th Amendment, describing the President as “completely, utterly unhinged” and warning that “he’s already killed thousands” and “he’s going to kill thousands more.” Even former Congresswoman Marjorie Taylor Greene — once among the President’s most fervent supporters — declared today that Trump “has gone insane” and that everyone around him is “complicit.” When leaders across the political spectrum are sounding this alarm, Congress cannot remain silent. The human cost is already severe. American service members are under fire. An American pilot was shot down and rescued only last night. Gas prices are rising for families across this country. Iran has threatened to close additional waterways, deepening a global energy crisis that Americans are already feeling. And on Tuesday, if no agreement is reached, the President has promised to begin bombing civilian infrastructure — an act that risks catastrophic and irreversible regional escalation. This is not a partisan issue. It is a question of whether the United States has a president who is mentally and temperamentally fit to hold the most powerful office in the world. Based on his own public words this morning, the answer is no. I am asking you to take three specific actions this week. First, publicly state whether you believe the President’s conduct warrants invocation of the 25th Amendment or articles of impeachment. Second, demand a formal congressional authorization vote before any further military strikes are ordered. Third, call for an immediate ceasefire before Tuesday’s threatened attacks on civilian targets take place. I will be following up by phone. I will be sharing your response — or your silence — with my community. The White House belongs to the American people. So does the decision to go to war. The 25th Amendment and the power of impeachment exist precisely for a moment like this one. Please use them. Respectfully, A Concerned American
