I am writing to urge you to immediately support H.Res. 1056, which calls for formally annulling the Monroe Doctrine and establishing a “New Good Neighbor” policy toward Latin America and the Caribbean.
For more than 200 years, the Monroe Doctrine has served as a justification for U.S. interventionism in the Western Hemisphere. While often framed as protective, it has too frequently enabled political interference, economic coercion, and destabilizing involvement in the internal affairs of sovereign nations. This legacy has contributed to mistrust, weakened democratic institutions, and long-term instability across the region.
H.Res. 1056 represents a long-overdue shift toward partnership instead of dominance. The resolution calls for formally declaring the Monroe Doctrine no longer U.S. policy and directing the development of a foreign policy rooted in mutual respect, shared prosperity, and cooperation. It encourages reassessing unilateral sanctions, conditioning assistance on human rights and constitutional order, and promoting transparency through declassification of past intervention-related archives.
The challenges facing our hemisphere — migration, climate change, economic inequality, organized crime, and democratic backsliding — cannot be solved through outdated doctrines or unilateral pressure. They require trust, collaboration, and policies grounded in international law and mutual dignity.
Supporting H.Res. 1056 signals that the United States is prepared to engage its neighbors as equal partners rather than spheres of influence. It aligns with democratic principles and strengthens long-term regional stability.
I urge you to publicly support and cosponsor H.Res. 1056 and work to advance it without delay. The time to move beyond interventionist doctrine and toward principled partnership is now.
