I am writing as a resident and voter in District 43 to express my strong opposition to House Concurrent Resolution 5027 (HCR5027), currently pending before the House Elections Committee.
While I respect the need for thoughtful debate on how we elect state officials, I believe this proposal would fundamentally undermine the principle of one person, one vote by replacing the current direct popular election of the governor and lieutenant governor with a state electoral college system based on senate districts. Under the bill’s framework, each state senate district, regardless of its population, would receive one electoral vote. This structure intentionally dilutes the influence of voters in more populous regions compared with voters in less populated districts.
Because senate districts vary significantly in population, this proposal would assign equal electoral weight to districts that represent vastly different numbers of Kansans, a change that would diminish the voting power of large constituencies, including YOURS. In effect, it would reward districts with small populations while reducing the influence of voters in densely populated areas, conflicting with core democratic principles.
I urge you to oppose advancing HCR5027 out of committee. A constitutional amendment of this magnitude should not move forward when it erodes voter equity, overrides the statewide popular vote, and disproportionately impacts well-populated districts like ours.
