I am writing as a Kansas resident to urge you to veto HB 2372.
This bill would allow county sheriffs and jails to detain individuals indefinitely for civil immigration purposes—expanding local law enforcement authority far beyond its intended scope. Civil immigration enforcement is a federal responsibility, and shifting that burden to local systems creates serious legal, ethical, and financial concerns for our communities.
HB 2372 also removes critical accountability measures by shielding law enforcement from consequences and eliminating long-standing democratic oversight. Kansans deserve transparency and checks on power, not policies that enable detention without clear limits or meaningful public accountability.
In rural areas especially, where trust in local institutions is essential, this bill risks creating fear and division. It will make people less likely to seek help, access services, or report harm—ultimately weakening the safety and cohesion of our communities.
Through my work in grassroots mutual aid, I see firsthand how harmful it is when people feel they cannot safely engage with local systems. Policies like HB 2372 do not make our communities stronger—they isolate and endanger them.
I respectfully urge you to veto HB 2372 and stand in support of civil liberties, local accountability, and the well-being of all Kansans.
